What is a Habitat Regulations Assessment?

An HRA is a step-by-step process used by Local Planning Authorities (or other competent authorities) to assess the potential impacts of a plan or project on European protected sites. This includes screening for likely significant effects and, where necessary, conducting an Appropriate Assessment (AA) to determine whether adverse effects on the integrity of the site can be ruled out.

When do you need one?

You may need an HRA if your development site is:

  • Located within or near a European designated site
  • Likely to cause pollution, disturbance, or habitat loss to a sensitive area
  • Part of a Local Plan or Neighbourhood Plan that could influence protected sites
